New Era for Bubi RDC: Chief Honondo and Hon. Sibanda Open Planning and Engineering Office Block

Bubi District, Matabeleland North – In a significant boost to local governance and infrastructure development, Bubi Rural District Council (RDC) has officially opened a new office block dedicated to its Planning and Engineering staff. The event was presided over by the respected traditional leader, Chief Honondo (Misheck Magalela Hlabangana), and the Member of Parliament for Bubi, Honourable Simelisizwe Sibanda.

The new facility is a critical step towards enhancing the efficiency and capacity of the council’s technical departments, which are essential for driving sustainable development projects across the district.

A Commitment to Development and Efficiency

The construction of the new office block addresses the long-standing need for a dedicated and modern workspace for the council's planning and engineering personnel. These departments are on the frontline of implementing key infrastructure projects, including road networks, water provision (drilling and equipping of boreholes), and development control like the plan approval process.

Chief Honondo, whose chieftaincy was recently restored in the district, highlighted the importance of physical infrastructure in supporting the council's mandate to serve its approximately 11,000 constituents across Wards 5, 6, 19, and 21. His presence underscored the crucial partnership between traditional leadership and local government in fostering progress.

Hon. Simelisizwe Sibanda, MP for Bubi, emphasized that the investment reflects a commitment to devolution and improving the quality of service delivery for the Bubi community. He noted that equipping technical staff with proper working conditions is a prerequisite for achieving the district’s vision of becoming a model district council by 2030. The MP, who has been active in promoting development initiatives in the area, stressed that the new facility will streamline processes like inspections and plan approvals, ultimately benefiting residents.

Strategic Importance of Technical Departments

The Planning and Engineering departments are vital to the district’s growth trajectory. The council's client charter promises responses to general community reports within 48 hours and a Plan Approval process within 5 working days, along with regular inspections. A centralized, well-equipped office for these teams will directly contribute to meeting these service delivery benchmarks.

The new office block is expected to facilitate better inter-departmental collaboration, accelerate project implementation, and enhance the overall work environment for the council staff dedicated to improving the physical landscape and utility services within the Bubi RDC area.

The event, which saw the convergence of traditional and political leaders, marked a celebratory moment for the council and the community, signifying renewed focus on infrastructural and administrative development.
